There is a great deal of excitement, and uncertainty is growing: Who are the new primary users of the cultural and media frequencies between 470 and 694 MHz in Germany? A written inquiry from Member of the Bundestag Rebbeca Lenhard (Greens) was good, but the answer added to the confusion. The government kept the response confidential; the representative could only view the information at the Bundestag’s “Classified Information Office”; cultural professionals, sound engineers, and RF managers are not permitted to enter this Office.

The specialized service “PolicyTracker” also reported on the matter following an interview with SOS spokesperson Jochen Zenthöfer.

Now, the Bundesnetzagentur is being somewhat more open in its response to “Frag den Staat” (“Ask the State”); and is using the term “military frequency use” for the first time. The response to an inquiry states:

“[…] Furthermore, National Usage Provision 3 is listed in the aforementioned frequency range, which permits the use of individual frequencies for military purposes. The Frequency Ordinance and the Frequency Plan do not specify whether the resulting frequency allocations are to be classified as primary or secondary. The Bundesnetzagentur is not permitted to publish details regarding military frequency use in accordance with Provision 3. […]”

Does this mean the secret has been revealed? Not quite. We still lack specific details and do not know whether the term “military” also includes stationed armed forces such as U.S. troops. We do not know when and where the military transmits. We do not have any contact information for the Bundeswehr to which we can turn with coordination requests. These are all points of criticism also raised by “Frequenzinitiative 71.” (frequency initiative 71)
