“Terrestrial broadcasting is the backbone of the European audiovisual industry and of European content production and exposition, which is still financed by more than 74% by broadcasters,” says the Wider Spectrum group, [Fn 16] an advocacy organisation backed by the EBU and 18 European broadcasters and content creators.

The group also represents programme making and special events applications (PMSE), this industry has shared spectrum with DTT for decades. “PMSE is essential to content creation and live performances. The AV sector and radio employ more than 500,000 people in Europe and live performances over 1.28M, with a major fallout on advertising, music and film production that represent 2.5M jobs.” [Fn. 17]

Opposite to DTT, PMSE usage has grown significantly over the past decade, particularly for wireless audio applications. This growth is attributed to the increasing complexity and number of productions across Europe. A study by Swiss broadcaster SRF showed that daily spectrum requirements for audio PMSE average 110 MHz, with major events requiring up to 174 MHz, and peak demand potentially utilising the entire available UHF spectrum of 224 MHz.
